BEIRUT (AP) ? Syria's president promised to do all he can to ensure U.N. envoy Kofi Annan's peace plan for his country succeeds but demanded that Annan secure a commitment from his opponents to halt violence even as rebels carried out a string of bold attacks, killing two army colonels and kidnapping a high-ranking pilot.

Bashar Assad's condition of an express promise from the opposition to stop attacks could complicate Annan's attempts to bring an end to more than a year of violence that the U.N. says has killed more than 9,000 people.

The opposition has cautiously welcomed Annan's six-point plan, which calls for Assad's regime to implement a cease-fire. But the opposition is also deeply skeptical Assad will carry it out, believing he has accepted the plan just to win time while his forces continue their assault to crush the uprising. Armed rebels are unlikely to stop fighting unless offensives by security forces halt.

The diplomatic moves came as Arab leaders met Thursday in the Iraqi capital Baghdad in their annual summit and were expected to issue a resolution backing Annan's plan. In speeches at the summit, many leaders made clear they felt the burden was on Assad's regime to halt the fighting.

"The Syrian government is required today to listen to the voice of reason and wisdom and stop all kinds of violence," the emir of Kuwait told the gathering.

In comments carried on Syria's state news agency, Assad said "Syria will spare no effort to make (Annan's) mission a success and hopes it would return security and stability to the country."

But he added that Annan must also get a commitment from armed groups to cease their "terrorist acts" against the government.

Throughout the crisis, Assad's regime has held that it faces not a popular uprising against his rule but a campaign of violence by terrorists.

Syria's uprising began a year ago with peaceful protests against Assad, which were met with a fierce crackdown by security forces. Since then, army defectors and protesters who took up weapons have formed militias, initially to protect protesters. But as the bloodshed rose, they turned to seizing pro-opposition neighborhoods, towns and areas and launching attacks on government forces, usually raids on checkpoints or on army convoys.

The new attacks Thursday were particularly bold.

In Aleppo, Syria's largest city, gunmen opened fire on two army colonels in the downtown Bab al-Hadid traffic circle, killing them. The state news agency SANA said the four attackers belonged to an "armed terrorist group." The officers, identified as Abdel-Karim al-Rai and Fuad Shaban, were on their way to work.

In eastern Ghouta, a suburb a few kilometers (miles) from Damascus, gunmen kidnapped pilot Mohammad Omar al-Dirbas, a brigadier, while on his way to work, SANA said. The agency did not say where the three worked or what their positions were.

No one immediately claimed responsibility for the attacks.

Also Thursday, rebels attacked an army truck and killed two soldiers in the central province of Hama, activists said. Fresh clashes also broke out between government troops and army defectors in the country's north and south, and activists said security forces killed at least 16 civilians across Syria on Thursday, including a child and two women.

SANA said authorities successfully liberated five military personnel who it said were kidnapped earlier by an "armed group" in the northern province of Idlib.

Aleppo has largely been spared clashes between government forces and rebels. However, two mysterious bombings in the city this month killed 29 people. No group claimed responsibility.

The U.N. says more than 9,000 people have been killed since Syrians first took to the streets last year to call for political reforms.

In Thursday's attack on the army truck in central Hama province, the Britain-based Syrian Observatory for Human Rights said rebels killed two soldiers.

The group said at least five civilians were killed Thursday in army raids on rebellious villages in the Idlib province along Syria's northern border with Turkey. It also reported clashes in the southern town of Dael.

An activist in that town said residents woke up to a huge explosion followed by intense gunfire. He said the fighting and gunfire from government snipers have kept civilians pinned in their homes.

"The security situation is very hard, with snipers on the roofs," Adel al-Omari said over the phone. "It is very dangerous here, and you can't leave your house. Anyone who moves is targeted."

The Observatory said eight soldiers were wounded in the Dael clashes.

The group said security forces killed at least 16 civilians across Syria on Thursday, while another group, the Local Coordination Committees, put the day's death toll at 31, including a child and two women.

Activist claims could not be independently verified. The Syrian government rarely comments on clashes and has barred most news media from working in the country.

"Anonymous" hurt by arrests but hard to kill

LONDON (Reuters) - In turning one of its best-known hackers into an informant and breaking open the highest profile elements of the "Anonymous" movement, authorities have dealt a serious blow to a group they found a growing irritant.

But as the broader "Anonymous" label - complete with its iconic Guy Fawkes mask imagery - is used by ever more disparate causes worldwide, it may be all but impossible to shut it down for good.

U.S. authorities revealed on Wednesday that leading Anonymous hacker "Sabu" - real name Hector Xavier Monsegur, aged 28 - had been arrested last June in his apartment in a Manhattan housing complex.

According to a newly released court transcript, he agreed to cooperate with authorities in return for likely leniency - helping U.S. prosecutors bring charges against five more men, including two in Britain and two in Ireland. All had also been previously arrested.

"Sabu was seen as a leader," said Mikko Hypponen, chief research officer of Finnish security firm f-secure. "Just yesterday people were looking up to him... it's a very serious blow. It's probably not going to be the end of Anonymous but it's going to take a while for them to recover, particularly from the paranoia."

All six were said to be senior members of LulzSec, an offshoot of Anonymous that took credit for a range of hacking attacks on government and private sector websites. Targets included the CIA, Britain's Serious Organized Crime Agency, Japan's Sony Corp and a host of others including in Ireland and Mexico.

Taking inspiration from the hacking and Internet community as well as popular culture - particularly the 2005 film "V for Vendetta" in which a masked hero fights a dystopian government - Anonymous emerged in the middle of the last decade.

Initially focused on fighting attempts at Internet regulation and blocking free illegal downloads, it has since taken on a range of other targets including Scientology and the global banking system. Governments have been a growing target, both Western and in more autocratic states such as China and Iran. Websites have been attacked and occasionally shut down.

But Anonymous - and LulzSec in particular - leapt to much greater prominence in late 2010 when they launched what they described as the "first cyber war" in retaliation for attempts to shut down the Wikileaks website.

They attacked websites such as MasterCard that tried to block payments to Wikileaks after apparent pressure from the US government following the release of thousands of diplomatic cables.

"NO HONOUR AMONG THIEVES"?

"This is probably the end of this particular group," said Tim Hardy, a British activist and computer scientist who runs the blog "Beyond Clicktivism. " But... part of the point of Anonymous is that it's a group that anyone can say they are part of, whether they are attacking a website or wearing a mask outside the Church of Scientology."

Those masks became an increasingly frequent sight on Western streets in 2011, increasingly adopted by more radical, libertarian and sometimes anarchist elements of European and U.S. protest groups.

They became a frequent sight at demonstrations such as "Occupy Wall Street" and its spin-offs elsewhere in the U.S. and Britain. They were also heavily used by the "indignados" anti-austerity protesters in Spain, where fancy dress shops ran out of stock and had to import them from abroad.

Such popular usage will likely continue, but the loss of some of the movement's highest profile stars and technical experts will still hurt.

Web forums frequented by Anonymous were frothing with abuse and anger following the arrests on Tuesday. "Sabu" had been occasionally suspected of being a mole, but had continued to operate as an effective leader advising other hackers on the importance of maintaining anonymity and security.

"No honor among thieves," said Tony Dyhouse, a computer security expert at UK defense firm QinetiQ who has long studied hackers. "Any further (Anonymous) actions are likely to be much more low-key. Fear is in the ranks. However, there will be many that see some of the casualties as martyrs and empty footprints to be filled."

Computer security experts say the hackers of LulzSec appeared much more technically adept than had been usual for Anonymous, which has often relied on simple - if illegal - software that can be downloaded by any potential hacker regardless of their technical skills.

"FEATHER IN CAP FOR FEDS"

While many of its attacks - often direct denial of service (DDOS) attacks designed to overload websites - were relatively simple, LulzSec penetrated secure commercial systems to steal highly sensitive information.

These included credit card details of users of Sony's latest PlayStation platform as well as client details and some 5 million e-mails from U.S. specialist geopolitical publisher and sometime private intelligence firm Stratfor. The Stratfor e-mails were then passed on to Wikileaks, which is now publishing them.

U.S. authorities said one of those arrested this week, Jeremy Hammond - a Chicago resident who styled himself "Anarchaos" - had been charged with the Stratfor hack. Another of those arrested, 19-year-old Donncha O' Cearrbhail, was charged with another recent high profile success - the hacking of a conference call between the FBI and London detectives discussing action against hackers.

"Undoubtedly this is a big feather in the cap for the Feds," said QinetiQ's Dyhouse. "But the Scotland Yard/FBI leak shows how simple mistakes can have a huge impact on any operation. Interceptions can be so easy these days."

Ultimately, Anonymous and LulzSec in particular may have been the victims of their own success and over ambition. Whatever the technical mistakes and personal weaknesses that led to their undoing, security experts say their fate was sealed once they became so high profile that authorities made them a priority.

The success of Anonymous in the last two years may also have itself driven greater emphasis on computer security and fuelled demands for regulation - the opposite of their intent.

Even for a global activist community infused with new energy and political significance in the aftermath of the financial crisis, Anonymous remains controversial and divisive.

While some members may be admired for their actions and beliefs - albeit often varied and extreme - others are seen as simply in it for the "lulz", the plural of the Internet abbreviation LOL for "laugh out loud".

"There are those who see them as banner carriers for the revolutionary left," says Beyond Clicktivism's Hardy. "But there are also those who see them just as consumerists who don't want to pay (for)... music and videos."

BP spill settlement clears way for comeback

FILE - In this April 21, 2010 file photo provided by the U.S. Coast Guard, fire boat response crews spray water on the blazing remnants of BP's Deepwater Horizon offshore oil rig. BP agreed late Friday March 2, 2012 to settle lawsuits brought by more than 100,000 fishermen who lost work, cleanup workers who got sick and others who claimed harm from the oil giant's 2010 Gulf of Mexico disaster, the worst offshore oil spill in the nation's history. The momentous settlement will have no cap to compensate the plaintiffs, though BP PLC estimated it would have to pay out about $7.8 billion, making it one of the largest class-action settlements ever. After the Exxon Valdez disaster in 1989, the company ultimately settled with the U.S. government for $1 billion, which would be about $1.8 billion today. (AP Photo/US Coast Guard, File)

The spill exposed oil industry failings, and forced BP chief executive Tony Hayward to step down after the company's repeated gaffes, including his infamous statement at the height of the crisis: "I'd like my life back." (AP) ? BP's multibillion-dollar settlement with people and businesses harmed by its 2010 oil spill removes some uncertainty about the potential financial damages it faces. It also may help the company restore its all-important relationship with the federal government.

Although the oil company still has a few major legal and financial hurdles to overcome nearly two years after the spill in the Gulf of Mexico, the tentative settlement with plaintiff's lawyers sends important signals to investors, Gulf Coast states and federal regulators.

Where once it seemed conceivable that BP's spill-related costs could reach $200 billion, lawyers and industry analysts now say that figure will likely be less than a quarter that amount. If the class-action lawsuit by victims had gone to trial, BP could have faced much higher costs along with the embarrassment of having to publicly rehash the mistakes that led to the spill.

The settlement, which BP estimates will cost $7.8 billion, also shows its willingness to pay a huge sum to resolve issues related to the spill. That may improve its standing with the federal government, which controls access to oil reserves that are critically important to BP's future.

"The only trial I thought we would see in this case is the one that just went away," said David Uhlmann, a University of Michigan law professor who once headed the Justice Department's environmental crimes section.

A blowout of the Macondo well in April 2010 destroyed a drilling rig called the Deepwater Horizon. That killed 11 workers, spilled an estimated 200 million gallons of oil and disrupted thousands of Gulf Coast lives and businesses. The spill soiled sensitive tidal estuaries and beaches, killed wildlife and closed vast areas of the Gulf to commercial fishing.

The settlement announced Friday would apply to tens of thousands of victims along the Gulf Coast, including fishermen who lost work and cleanup workers who got sick. It still needs approval of a federal court in New Orleans.

BP expects to pay the victims using the remainder of a trust fund that the company had established to pay these types of claims. The trust has $9.5 billion in assets left out of an initial $20 billion. Whatever remains would return to BP.

Friday's deal does not resolve lawsuits with federal, state and local governments or address environmental damage. Those other claims could total up to $25 billion.

BP, which is based in London, says it doesn't expect to have to add to the $37.2 billion it has set aside to fund the trust and pay for other spill costs. Although some analysts expect BP to have to pay more eventually, the total would be much less than initially feared.

The settlement does not fully resolve all claims by victims, as individuals and businesses could reject it and choose to bring separate cases. It also doesn't put a final cost on them. The settlement creates a new fund that will pay all claims, with no cap on the total amount. It could ultimately add up to more or less than what BP estimates.

Some Gulf Coast residents dissatisfied with the claims process under the trust fund are hoping the settlement makes it easier to receive compensation.

Clara Gerica, a 59-year-old shrimp vendor at a downtown farmers' market in New Orleans, said she and her husband, a commercial fisherman, had not been compensated even though they filed claims with the fund.

If the new process isn't any better, she said, "I'm going to put up a fight."

Tony Buzbee, a Houston-based attorney who represents people and businesses with roughly 12,000 spill claims, questioned whether the settlement will be more beneficial to his clients than the existing fund.

"There better be a golden nugget in there," Buzbee said. "Otherwise, this smells. It doesn't benefit my clients any."

Still, BP's willingness to agree to a settlement with no cap will help it in future talks with states and the federal government, experts say.

BP is facing Clean Water Act fines of $5.4 billion to $21.1 billion, depending on whether BP is judged to have been grossly negligent in the design, construction or operation of the well.

Eric Schaeffer, who investigated oil spills for the Environmental Protection Agency as a former head of civil enforcement, said that a settlement with the government could reduce those charges by half.

Friday's deal with victims could also help BP work with the government in the future as it drills for oil in the federally controlled waters in the Gulf, one of the most important drilling regions in the world for BP. It's especially important for BP because its reputation was already tarnished from other recent environmental disasters, including a Texas City refinery fire in 2005 that killed 15 people and pipeline spills in 2006, 2009 and 2011 in Alaska.

"If the government doesn't have confidence in the company because of their track record, it's going to look harder for a reason to reject their permit," Schaeffer said.

In the wake of the disaster, BP was forced to cut its dividend, borrow money and begin selling off assets to pay for expenses. So far, it has sold $21 billion worth of oil fields, refineries and chemical plants on four continents, and it is trying to sell assets worth another $17 billion.

BP chief executive Tony Hayward was forced to step down in the fall of 2010 after making a series of gaffes related to the spill. BP's attempts to create an environmentally friendly image were crushed, and independent gas station owners with BP-branded stations lost business from upset customers.

The company's share price of $47.50 is still 21 percent below its $60.48 close before the spill on April 20, 2010. The well was finally capped on July 15 of that year.

Despite the spill and the legal and financial setbacks that followed, BP remains one of the world's biggest and most profitable companies. It is the fourth-largest investor-owned oil company. BP earned $27.5 billion in 2011 on revenue of $376 billion, helped by historically high oil prices that have padded the profits of all oil producers. Its shares have almost doubled from their low of $27.05 on June 25, 2010, when the well was still spewing oil and a series of efforts to plug the well had failed.

BP CEO Bob Dudley said in a statement that the settlement "represents significant progress toward resolving issues" from the disaster.

At times during the summer of 2010, BP's survival as a company was questioned. Goldman Sachs had estimated the spill costs could reach $200 billion.

BP took an accounting charge of $40.9 billion in 2010 to cover such costs. The company has received four payments from partners in the project, including $4 billion from minority owner Anadarko Petroleum and $250 million from Cameron International Corp, which made the blowout preventer that failed to prevent the spill. These settlements and other adjustments brought BP's total write-off to $37.2 billion.

The company has paid out $28.1 billion in expenses, claims and contributions to the victims' trust fund. That leaves the company with $9.1 billion to pay fines and other penalties from states, the federal government and others. That would not be enough to cover federal environmental fines if BP is faced to pay the maximum fine of $4,300 per barrel, or $21.1 billion.

BP is suing Transocean, which owned the Deepwater Horizon rig and Halliburton, the contractor hired by BP to cement the Macondo well, to help pay for cleanup costs. Phil Weiss, an analyst at Argus Research, does not expect BP to win much, though.

Fadel Gheit, an analyst at Oppenheimer & Co., said that by agreeing to a substantial settlement with individuals and businesses, BP is proving it is willing to pay whatever it needs to try to put the oil spill behind it.

"They have been telling the government: 'We'll do whatever it takes. We're just going to pay and get this over with. We want to be back in business,'" Gheit said.
