Berlusconi criticizes Monti's campaign about-face

ROME (AP) ? Ex-Premier Silvio Berlusconi sharply criticized the decision by Mario Monti to run in Italy's general elections and vowed Saturday to launch a parliamentary inquiry into the 2011 fall of his government and appointment of Monti as Italy's premier.

Berlusconi spoke out after Monti ended weeks of hedging and announced Friday he would head a coalition of centrist forces, businessmen and pro-Vatican forces running for office in Feb. 24-25 elections.

Berlusconi said he never expected Monti would renege on his repeated assurances that he "wouldn't use the public prominence as head of a technical government for an ulterior presence in politics."

He said the decision represented a "loss of credibility" for Monti, a respected economist and former European Commissioner, and said if he is elected premier he would immediately launch a parliamentary inquiry into the fall of his government.

"There was a serious wound to democracy inflicted not just on us but on all Italians," Berlusconi said as he arrived at Milan's train station after a trip from Rome.

Berlusconi's People of Freedom party, beset by local corruption scandals and still tainted by Berlusconi's ill-fated last term, trails significantly in the polls behind the center-left Democratic Party. The Democrats, headed by Pier Luigi Bersani, are expected to win the election with about 30 percent of the vote.

Monti was named by Italy's president to lead a technical government after Berlusconi, hobbled by sex scandals, legal woes and defections from his party, was forced to resign in November 2011 amid Italy's slide into the eurozone's debt crisis.

Berlusconi's party, Parliament's largest, had initially supported Monti's government, backing tax hikes, raises in the retirement age and other unpopular reforms that were deemed necessary to restore Italy's financial credibility.

But earlier this month, Berlusconi yanked his party's support, accusing Monti's government of leading Italy into a "spiral of recession." Monti promptly resigned, forcing elections to be moved up by about two months.

Monti had long said he wouldn't run for office but would be available to serve the country if asked. European leaders, however, made clear they wanted Monti to gun for a second term, and he was wooed by centrist leaders and backed strongly by the Vatican, an important force in Italian politics.

As Monti weighed whether to enter the fray, Berlusconi initially offered an alliance, aware that he could use the votes that a Monti-headed centrist coalition might bring.

But Monti publicly spurned the offer last week and by Saturday Berlusconi was returning the favor. At best, the centrists with Monti leading them are expected to garner no more than about 15 percent of the vote.

Instead, Berlusconi reached out Saturday to his onetime ally, the Northern League, which split with the billionaire media mogul over his initial support for Monti's government. From the start, the euroskeptic League refused to back Monti.

Angelo Alfano, Berlusconi's hand-picked party leader, said the discussions with the League weren't going terribly well. "Discussions with League ongoing. Some important questions, but we're not convinced and they could lead us to separate our path," Alfano tweeted.

Berlusconi noted that the League has more to gain if it joins up with his party.

"I hope we can do it, but it's not necessary because we think we can win even if we go our separate ways," Berlusconi said.

The rain-soaked Bay Area was expected to get a slight reprieve from the stormy weather for the next couple of days, a National Weather Service forecaster said Wednesday.

Isolated thunderstorms and hail were possible throughout the day

Wednesday, but that night and Thursday should be dry, forecaster Steve Anderson said.?

"We're dealing with some light residual showers around the region," Anderson said. "Some of them can be locally heavy but they're going to be short-lived."

The next significant rainfall was expected Friday night and Saturday, but Anderson said that rain likely wouldn't be as heavy as what the Bay Area had seen over the past few days.

High temperatures were expected to reach the mid-50s, with overnight lows in the mid-30s in the North Bay and the mid-40s elsewhere, he said.

Existence of next-gen consoles revealed by survey

Everyone is waiting for the next generation of consoles to kick off, be it gamers, or developers. According to Gaming Bolt, Capcom has revealed the existence of a PlayStation 4 and an Xbox 720 in a survey, by asking if gamers would be interested in buying Sony's and Microsoft's next-gen systems.

Capcom is holding a survey as it is "gathering feedback from consumers on projects they would like to see from Capcom in the DIGITAL game space (not retail).? This strongly hints towards a focus on digital distribution in the next consoles.

One can only hope that it would look as cool as this

Earlier this month, it was revealed that the PlayStation 4 could see a release in 2014 in spring or autumn. The rumours are getting fiercer thanks to reports that developers already have their hands on the developer kits for the system. Sony has been using the term Orbis when referring to the machine. There has been no official record of the company calling it a PlayStation 4.

There are set to be four versions of the Orbis kit being shipped to developers. A previous version was essentially a graphics card. The newest version is a ?modified PC?, and the third version will be the closest to the final specifications and will be sent to developers in January.

The Orbis, according to VG247, is based on the AMD A10 APU series. An APU ? which stands for Accelerated Processing Unit ? is a combination of a GPU and a CPU. The PS4?s hardware is ?based on A10 system and base platform?.

One of the biggest changes coming to the system is in the form of the interface. According to the source, the new interface will allow you to go anywhere while playing a game. This is not possible in the PlayStation 3 as some options require you to exit the game before using them. An example given was buying DLC from the PlayStation Store in the middle of playing a game and then seamlessly returning to play.

We had earlier reported that the next-gen console from Microsoft, rumoured to be named either the Xbox 720 or the Durango, will be seeing a release in late 2013. The rumours are also gaining momentum because of the fact that developers have already gotten their hands on devkits for the 'Durango'. This could also force Sony to unveil the next PlayStation, as again, developers have already gotten their hands on devkits. Looking at the game release schedule, and how there aren't many big titles to be released after May, this could point towards the next-gen consoles from both Sony and Microsoft being closer than we think.

Earlier this year, the developer kit for the next Xbox ? rumoured to be named the Xbox 720 ? was leaked. A supposed Xbox 720 'Durango' developer kit was posted on a developer forum and was offered to the public for $10,000. The developer kit resembles the traditional PC tower running a debug launcher, which caused many people to be cautious and sceptical about whether the prototype is authentic. EuroGamer?s Digital Foundry reached out to the source of the leak. After following up on the story with multiple developers who are working on next-gen projects, they came to the conclusion that the hardware was real.

The man who had leaked the shots, and uses the alias ?DaE?, revealed to EuroGamer that Microsoft?s next-gen gaming console will feature an eight-core processor. The next generation console is also rumoured to include support for Blu-Ray, true 1080p and native 3D output; it is expected to be around six times more powerful than the current Xbox 360.

Lloyd Chapman: Obama to Dismantle Small Business ...

Data from the U.S. Census Bureau tells us that small businesses are responsible for more than 90 percent of net new jobs in America. Small businesses generate more than half of the GDP, half of the private sector workforce, and 90 percent of all U.S. exporters are small businesses.

I'm concerned that while America is facing the worst economic downturn of the last 80 years, federal programs assisting small businesses could disappear -- a scenario that could play out as Congress and the president negotiate budget cuts to avoid the fiscal cliff.

President Obama has announced plans to essentially dismantle the Small Business Administration (SBA) by combining it with the Department of Commerce. The Department of Commerce represents the interests of our nation's largest corporate giants, not small businesses.

For more than 30 years, Fortune 500 firms, particularly in the defense and aerospace industries, have pushed to end the federal programs mandating that 23 percent of federal funds be awarded to small businesses. The easiest way to do this is to close the SBA altogether. Those big companies want 100 percent of federal contracts and subcontracts, and they've spent hundreds of millions of dollars lobbying to end federal small business programs. Combining an agency with the Department of Commerce is an easy way to get rid of that agency with minimal resistance from the public.

Small businesses won't have anyone in their corner if the Department of Commerce, with its close ties and loyalties to large corporations, absorbs the SBA. Small businesses stimulate job growth, and without a specific entity supporting them, our economy can't improve.

Following President Obama's proposal to combine the SBA and the Department of Commerce, Joe Lieberman (Ind-CT) put a bill through congress that would allow the president to combine federal agencies. But the agencies that President Obama has proposed combining are some of the smallest in Washington. I think it's quite obvious that combining the proposed agencies would have an insignificant impact on the fiscal deficit. The SBA's 2012 budget, at $985 million, is a drop in the bucket compared to what is allotted to some of the other agencies, like the $530.6 billion given to the Department of Defense for the same year. Cutting funds from bigger agencies would be the smart solution, if the real goal was to save money.

President Obama claims that combining the SBA with the Department of Commerce will save $300 million per year, but that's chump change compared to the $9 billion he wants to add to our foreign aid budget in 2013. If the goal really is to save American taxpayers some money, why is President Obama trying to close the only agency supporting the 28 million small businesses that are our nation's chief job creators, but still trying to increase our foreign aid budget?

To put things in perspective, the proposed $9 billion increase in foreign aid per year could fund the SBA for a decade.

House Speaker John Boehner (Rep-OH) recently acknowledged that small businesses create the majority of net new jobs in America and tax hikes on small businesses could cost the nation about 700,000 jobs. I predict that if President Obama does combine the SBA with the Department of Commerce, within three to five years, federal programs for small businesses will no longer be in place and Fortune 500 companies will have hijacked 100 percent of federal contracts.

President Obama's proposal to save money by combing the SBA and the Department of Commerce is ridiculous. The amount of money that will be saved by combining these small agencies will be statistically insignificant. The damage to our economy and small businesses will cost the nation millions of jobs and cause the economy irreparable harm.

New York infrastructure faces $89 billion gap in 20 years: official

NEW YORK (Reuters) - New York State and its local governments face a shortfall of up to $89 billion for infrastructure funding over the next 20 years, the state's top financial official said on Thursday.

The collective shortfall is for transportation, water and sewer facilities throughout the state, New York Comptroller Thomas DiNapoli said in a report.

New York and its cities, counties and authorities need to spend $250 billion on water, sewer and highway systems in the coming two decades, but only about $161 billion in such spending is planned, he said.

Struggling local governments have attempted to maintain their systems during the recession, he said, even while some have been hit with lowered property tax collections and increasing expenditures in other areas.

Adding to the problem are ballooning construction and energy costs, which have grown faster than the rate of capital spending, his report found.

Total capital spending by local governments has increased by more than 30 percent over the past 10 years. But fuel costs have risen 190 percent and asphalt costs 206 percent during the same period, he said.

The New York Thruway Authority on Monday selected a $3.1 billion design to replace the aging Tappan Zee Bridge, which spans the Hudson River to connect Westchester and Rockland counties north of New York City. Built in the 1950s, it suffers from corrosion and an outdated design that has failed to keep up with increased traffic.

New York Governor Andrew Cuomo sped up the project, which languished for a decade, by getting the legislature to enact a law allowing it to be built as it is being designed.
